Fences

Everytime I cycle allong the Valleikanaal I get annoyed by the fences which are, as far is I an guess, meant to prevent mopeds to use the path. Scooters can get passed very easily, but I always get stuck with my recumbent bike. So today I decided to call the road operator. But who is the road operator? First i tried the 'Waterschap' because the path runs allong the Valleikanaal which is taken care of by the waterschap. They referred me to the municipality of Rhenen. They in turn told me that the 'Recreatieschap' is road opperator. I did not even know that it exists and that they operate cycle paths. So I called them, but the person who can say anything about those fences was not in the office, so I sent him an e-mail. Now I have to wait for reply.
